Can Dreamweaver be used with Eclipse/Spring in a Java EE web application?

I am new to Spring/Hibernate and Java EE in general so apologies in advance if the question is vague. I would like to understand how normal static HTML pages are developed in a Eclipse/Spring setup. Are dynamic pages designed differently or just the dynamic parts/tags in the page. Can all this (static & dynamic) be done with JSP/JSF or do you design the HTML/CSS seperately and integrate it into the webflow.
