Can we use Java SE for end user interface and struts framework for back-end (cloud) programming? [on hold]

Basically I want to develop a cloud based ERP (web application) for a hospital. So I wish to develop a stand-alone desktop application with its storage and computation handled in the cloud. I would like to get and overview of how it can be achieved using Java.
