Spring JavaConfig of aop:scoped proxy

What is the JavaConfig equivalent of this?

Tried declaring it like this but it only acts as a singleton

@Bean
public CheckOutCounter checkOutCounter(){
    return new CheckOutCounter();
}

What is the equivalent of the said xml config?
