How can i develop a sublime plugin for content assist for my own javascript library

I am very new to development and have a custom library on which i work pretty often. So what is the best possible way to develop a plugin that can cater my need.Is sublime the best available option? What procedure should i follow if i want to follow the same for eclipse/Spring STS.
